Household Items Removal Policy

The Town of Angier will pick up light household items placed in front of your property along the right-of-way of Town streets for removal. Items that are defined as light household are: household furniture, TV's, refrigerators, wash/dryer/dishwasher, and mattress/box spring. If the household items are deemed to be in excess of light household as described, the Town of Angier's staff will notify the resident to remove the debris. This will be at the discretion of the Public Works Director or Town of Angier staff. The resident or property owner will have 10 days to remove the debris as described in the Town of Angier Code (14-11). If the debris is deemed to be a hazard to the safety of the public as stated in Town Code (14-11), the debris must be removed within 24 hours of the notice. The property owner is responsible for the removal of debris or material not picked up by the Town. The property owner is responsible for any debris left by tenants or renters that do not fall within the guidelines of the light household as described. The Town will only pick up household items discarded by the property owner or renters/tenants of the property.

  • Any debris determined to come from outside the town limits or a second party will not be picked up by the Town.
  • Any debris discarded by a contractor will not be picked up by the Town.
  • The Town will not pick up debris/household items from storage units.
  • The Town will not pick up construction debris (such as shingles, sheetrock, lumber, building materials, doors, windows, etc.).
  • The Town will not pick up carpet, tires, or glass.
  • Pick up of household items will be limited to a maximum of 3 pieces per week for each respective property.
  • Please separate box springs, mattresses, and TV's from other household items.
  • Please do not place debris under power lines, tree limbs or near utilities.
  • Yard and leaf waste material shall be kept separate from household items and not mixed with any solid waste materials.
  • Please separate metal from household items.
  • The Town will not pick up paint cans that contain paint/hazardous materials.
  • Do not place debris in the paved section of the roadway.
  • The Town will only pick up a maximum of 3 pieces of light household items, in an area that is described above, once per week.

**Cardboard boxes will NOT be picked up as part of this policy and must be broken down and placed in Recycling Cart.  If you need an additional cart please call Town Hall at 919-639-2071 and this will be added to your bill at $4.88/per month starting July 1, 2020.**

Leaf & Limb Policy

An Ordinance Amending Chapter 15, Article II
Sections 15-27 – 15-32 of the Town of Angier
Code of Ordinances

Now, therefore, be it ordained by the Town of Commissioners' of the Town of Angier that Chapter 15, Article II Sections 15-27 – 15-32 of the Code of Ordinances of the Town of Angier is amended as follows:

Sec. 15-27. – Definitions.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Bulky trash means waste produced by a residential consumer other than what is ordinarily disposed of on a weekly basis which cannot be processed by the weekly trash collection.

Director of public utilities means the director of public utilities of the town or his agents.

Land clearing debris means solid waste which is generated solely from land clearing activities, including, but not limited to stumps, trees, brush and other vegetative waste incidental to tree, brush and stump removal.

Light Household Items means household furniture, TVs, mattresses, and box springs. Light Household items shall be no larger than 7 feet and weigh no more than 300 pounds.

Ordinances means the ordinances of the town.

White goods means household appliances such as refrigerators, washers, dryers, water heaters, water softeners, stoves, ovens, or other appliances either containing chlorofluorocarbon refrigerants or not. White goods shall be no larger than 7 feet and weigh no more than 300 pounds.

Yard and leaf waste means solid waste consisting of vegetative matter resulting from landscaping maintenance, including, but not limited to leaves, grass, twigs, certain limbs, hedge trimmings, hay, straw, pine straw, pine cones, and shrubs.

Sec. 15-29. – Disposal of Yard and Leaf Waste

(a) The Town will endeavor to pick up yard and leaf waste, as defined pursuant to Sec. 15-27, on a weekly basis. Any person desiring to place yard and leaf waste for collection as refuse shall place that material in piles upon the occupant or owner's private property between existing curblines of street and sidewalks or where no such curblines or sidewalks exist on their premises off street rights-of-way and ditches. All leaf, limbs, cuttings and household items should be placed beside the road by 7:00am on Monday morning. Yard and leaf waste shall be kept separate from and shall not be mixed with any other solid waste material for the purpose of residential collection by the town or its agents. The limbs in each pile should be placed perpendicular to the street and not intertwined or bundled. Each pile should be placed three feet apart and away from the roll out containers, large tree branches and power lines.

(b) No person shall burn yard and leaf waste material on the street or sidewalks or on private property within the corporate limits. Burning may be permitted for land clearing or right-of-way maintenance material, provided a state burning permit is obtained and burning is done in compliance with all conditions stated in the permit.

(c) The Town will collect two piles of yard waste per property each week, which shall be no longer than four feet wide, four feet deep, and four feet tall. The maximum size of the piles should not exceed five feet in length and four feet in height. Limbs may not exceed five feet in length and six inches in diameter. Residential customers using a commercial landscaper or tree service should insure that the service provider remove the cuttings from the property and not place at the curbline. If yard waste placed for collection exceeds these standards, the Town may not be able to collect the yard waste. To the extent the Town is unable to collect the yard waste, Residents may be notified to remove the debris. If debris is not moved within 10 days after notice, such debris will be considered a nuisance pursuant to Sec. 14-11. If the debris is deemed to be a hazard to the safety of the public as stated in Sec. 14-11, the resident or property owner shall remove the debris within 24 hours.

(d) Yard and leaf waste materials placed at curbside for collection shall be free from contamination by materials that are not included in the definition of yard and leaf waste provided in section 15-27. Leaves and grass should not be placed in plastic or paper bags. Where yard and leaf waste materials are found to be contaminated, town staff or its agents will not collect the yard and leaf waste until such time as the contaminants are removed by the homeowner. Grass clippings and leaves are collected by a vacuum and therefore must be free from twigs, sticks, rocks and any inorganic material. Leaf, limb hedge cuttings pick up is designed for residential customers.

(e) During leaf collection season, residents desiring yard and leaf waste collection by the town or its agents shall rake their leaves to behind the existing curbline of the street or, where no such curbline exists, the leaves shall be placed off the street pavement and between the roadside ditch and front property line.

(f) The Town retains the discretion to collect items out of compliance where it is determined to be necessary for the public good, including storm clean-ups.

(g) During Christmas tree collection by the town or its agents, residents shall place their Christmas tree behind the existing curbline of the street or, where no curbline exists, the Christmas tree shall be placed off the street pavement and between the roadside ditch and the front property line. All tinsel, nails, screws, wires, ribbon and other nonvegetative material shall be removed from the Christmas tree by the residents for collection provided that the wreaths are free from wire, screws, metal frames and other nonvegetative material.

(i) Yard or leaf waste left for pick up that is not in compliance with this section shall be considered a public nuisance under Sec. 14-11.

Sec. 15-32. – Removal of Light Household Items and White Goods

(a) The Town of Angier will endeavor to pick up light household items and white goods, as defined by Sec. 15-27, left in front of the resident’s personal property along the right-of-way of Town streets. Pickup of Light Household Items and White Goods are limited to three items per week. If more than three items per property are left for pickup, the Town may not be able to pick up any of the items left.

(b) The Town will not pick up items from storage units, construction debris (such as shingles, sheetrock, lumber, building materials, doors, or windows), carpet, tires, or glass.

(c) If the items left do not fall under the category of Light Household Items and White Goods, the Town may notify the resident to remove the items. If items are not moved within 10 days after notice, such items will be considered a nuisance pursuant to Sec. 14-11. If the items are deemed to be a hazard to the safety of the public as stated in Sec. 14-11, the resident or property owner shall remove the items within 24 hours.

New Construction Utility Policy

This Policy applies to new construction. The following is required prior to acceptance by the Town of newly installed water distribution and sewer collection infrastructure:

  • Video inspection of sanitary sewer laterals.
  • No utility on the public side of the right-of-way shall be installed under concrete drives, asphalt drives, sidewalks, pads, etc.
  • All cleanouts shall include a brass cap and be installed on the right-of-way line.

Video inspection of all sanitary sewer laterals will be completed by the Developer prior to final acceptance. A copy of the video and video log shall be provided to the Town of Angier Public Works Director.

Video inspection of the sanitary sewer lateral serving an individual lot will be completed by the Builder prior to issuance of a Certificate of Occupancy for the associated lot. The builder will be responsible for the repair of a damaged lateral as a condition of issuance of the Certificate of Occupancy. A copy of the video shall be provided to the Town of Angier Public Works Director.

An exception to utilities under drives, sidewalks, etc. may be given at the discretion of the Public Works Director for water mains being installed within the street right-of-way but outside the street section.

This policy is intended as a supplement and is not a replacement to the requirements for installation, testing and inspection of water and sewer lines as provided in the Town's Standard Specifications and Construction Details.

Plantings Near Utility Policy

No plantings of any kind shall be installed within a 3-foot radius of any above ground utility appurtenance including but not limited to water meters, irrigation meters, valve boxes, fire hydrants, manholes, cleanouts, etc.

Sanitary Sewer Cleanout Policy

The Town of Angier will not respond to a request to clear a blockage at any given residence or business unless the property owner has installed a cleanout at the right-of-way. The cleanout must be a sweep or Y connection, no 90-degree ell's are allowed. The Town of Angier will be responsible for the sewer line from the cleanout at the right-of-way to the Town of Angier's sewer main. The Town of Angier will not go on private property to clear a sewer blockage. The Town of Angier staff will be glad to meet with property owners to inform them where the cleanout should be installed. The property owner must come to the Town of Angier and apply for a plumbing permit for installation of the cleanout and have the cleanout inspected by Town staff. However, the Town of Angier will waive the fees for the plumbing permit.

Utility Easement Policy

Any improvements within a Town of Angier public utility easement shall be installed at the property owner's risk. Should any maintenance be required within the utility easement, any improvements in conflict with the necessary repair will be removed. Replacement will be the responsibility of the property owner. The following are strictly prohibited within or across a Town of Angier utility easement:

  • Fencing
  • Walls
  • Trees
  • Structures / Buildings
  • Impervious Surface

Utility Tap Policy

It is the policy of the Town of Angier that all Access, Acreage, Capacity and Meter Fees must be paid in full before any Permits are issued. These fees allow access to the Town’s Utilities and provide a meter for each connection.

Branch Tap:

  • Irrigation Tap Fee: $970
  • 3/4″ Meter Fee: $366
  • Total: $1,336

New 1″ Tap:

  • Regulatory Fee: $799
  • 1″ SD Fee: $1,662
  • 1″ Meter Fee: $399
  • Total: $2,860

Any Developer / Builder Projects (All New Construction)

Installation of the taps and all materials are the responsibility of the developer or builder. This also includes all patch and/or repair work that would need to be done to any road or right of way surfaces that are disturbed during the tapping process. All materials used for tap installation must meet Town Standards. Certificates of Occupancy will not be issued until all tap work has been approved by the Public Utilities Director. Anyone wishing to do so can obtain a copy of the Town Specifications and Standards at the Town Hall Office.

Owner Occupied Existing Homes

The Town will be responsible for installing a tap in the right of way on the property. It will be the responsibility of the property owner to get the water line run from the meter box to the home. All fees referenced above will apply for normal taps. If any additional labor is required, such as would be required if a road bore is necessary, additional fees will be passed onto the property owner for labor and materials.

Irrigation Taps for Owner Occupied Existing Homes

The Town will be responsible for installing a tap in the right of way on the property. It will be the responsibility of the property owner to get the water line or faucet installed. The fees for a separate tap for irrigation will be $970.00. If any additional labor is required, such as would be required if a road bore is necessary, additional fees will be passed onto the property owner for labor and materials.

Irrigation Taps for Developer / Builder

Installation of these taps will also be the responsibility of the Builder / Developer and the regulations referenced above in reference to Developer / Builder taps will apply.

Water Bills

Meters are read and bills are calculated on a monthly basis. Bills are mailed on the last working day of each month. If you do not receive your bill by the fifth (5th) day of the month, please contact the Town of Angier. Account balances are always due on the tenth (10th) day of the month. There is a grace period, which allows bills to be paid on the twentieth (20th) day of the month without a late fee. If balances are unpaid after 5:30pm on the 20th day of the month, or the Monday after if the 20th falls on a weekend, a late fee will be assessed on each account. If the balance has not been paid by the 25th day, or the Monday after if the 25th falls on a weekend, service will be disconnected and a reconnect / late fee will be applied to the account. If service is disconnected and a meter shows that any usage has occurred between the time of cut off and restoration, there will be a tampering fee assessed on the account. The tampering fee must be paid in addition to any other charges that may be due on the account before water service can be restored. The town is not responsible for bills that are not delivered by the US Postal Service. Bills may be paid by cash, debit card, credit card, check or money order in person to the Town Hall. Bank drafts are also available. You can also pay by check or money order by placing the payment in an envelope with the water bill in the payment box outside the Town Hall door. If you have not received your bill by the 5th of the month, please contact Customer Service at 639-2071 since the Town is not responsible for lost or undelivered bills. Payments are mailed to:

Water Distribution Policy

Water Distribution Flusing Policy

Harnett County currently supplies all of the Town's water. For 11 months of the year the County treats the water with a combination of Ammonia and Chlorine. However, for 1 month each year (usually around March or April), the County suspends the use of Ammonia and treats with Chlorine only. It is the Town's policy to flush the water distribution system just before and just after the County makes its yearly treatment switch.

Water Turn On & Reconnection Policy

When a Town of Angier Public Utility Technician goes out to a customer's residence or business to turn on water service and after the technician turns the water on and notices that the meter is spinning, this may indicate there may be something turned on in the house or business (i.e. faucet on, leak, etc.). Immediately, the technician will shut the water back off and leave a door note informing the customer that there may be water running in the residence or business. The door note will instruct the customer to call the Town Hall to reschedule another turn on. The customer must reschedule a time between the hours of 8:00am and 4:00pm Monday through Friday so there may be a technician present at the time of a second turn on. The customer must be present at this time in order for the technician to turn the water service back on to ensure there is no water running inside the residence.

Public Utilities Fire Hydrant Meter Policy

HYDRANT METER RENTAL POLICY

PURPOSE
To establish procedures to regulate water usage and meter bulk water usage throughout the Town of Angier water system.

SCOPE
Customers will have to complete a Town of Angier hydrant meter rental agreement and pay a deposit of $3,000.00 and either a monthly or annually rental fee of $250.00 a month or $1,500.00 a year before receiving a hydrant meter. Hydrant meter agreements will be provided by the Town of Angier utilities department and all deposits will be made to the Town of Angier at Town Hall.

The rental of a hydrant meter assembly will include a hydrant meter with backflow protection and chain with lock. The Town of Angier Public Utilities Department will install the hydrant meter on an agreed upon fire hydrant by the Town and customer. The public utilities department will provide a chain and Town of Angier lock for the hydrant meter.

Customers will be billed on a monthly cycle by the Town of Angier at the residential water rate of $19.80 for the first 2000 gallons and $3.99 for every 1000 gallons thereafter. (These fees/amounts are based on our current rate and fee schedule and are subject to change). The meter will be visually inspected and meter reading taken monthly by the Public Utilities Department on approximately the 15th of every month and will invoice thereafter. Invoices will be due upon receipt and if not paid by 20th a $10.00 late fee shall be added. If the invoice is not paid by the 25th of the month then the Town of Angier shall charge an additional late fee of $50.00 and also have the authority to revoke meter privileges.

Upon return of the hydrant meter assembly and equipment, deposits shall be refunded to the customer. The cost of any repairs or replacement of the hydrant meter will be deducted from the deposit before refunded. Please be aware of below freezing temperatures. If meter is damaged by freezing temperatures you will still be responsible for damages. Deposits shall be refunded within 30 days, provided that the hydrant meter is in working order, no excessive damage, or customer has paid for any damages or missing equipment and all outstanding charges have been paid in full by the customer.

HYDRANT METER INSTRUCTION

Hydrant meters may only be used on the designated hydrant that the Town installs the hydrant meter on. Customer must ensure that the hydrant meter assembly is registering usage and that no leaks are present. Any broken or leaking meter assembly shall be reported IMMEDIATLEY to Town of Angier Public Utilities Department. Any broken or leaking hydrants should be reported IMMEDIATLEY to the Town of Angier Public Utilities Department. Any damages to the Town of Angier potable water system that are caused by negligent use of the hydrant meter will be charged to the customer for repair.

Customers must follow the provided instructions and use the equipment provided by the town

  1. At no time shall and hydrant meter or backflow assembly be disassembled or altered by anyone other than the Town of Angier.

  2. At no time shall a hose be connected to hydrant that is not connected to hydrant meter.

  3. At no time should a hydrant meter be removed from hydrant once installed by the Town of Angier.

  4. Only use approved hydrant wrench. DO NOT use a pipe wrench, crescent wrench, etc.

  5. When opening hydrant, turn wrench slowly counterclockwise until the wrench stops turning, then back off one quarter turn

  6. Make sure to use Gate valves to regulate the flow of water; the fire hydrant valve should be fully open

  7. When closing a fire hydrant, turn the wrench slowly clockwise until the wrench stops turning, then back off a one quarter turn.

  8. Do not let anyone drive over or place materials on the fire hose connecting the hydrant meter assembly to the fire hydrant. It may cause severe damage to the hydrant meter assembly, fire hydrant and water lines in the area

  9. CAUTION: below freezing temperature may cause damage to hydrant meter if you do not bleed test cocks. (customer will be held responsible if damaged)
